First ISCC EU-certified bio-LNG cargo arrives at the SLNG Terminal, demonstrating Shell’s end-to-end renewable gas delivery capability

Singapore LNG Corporation Pte Ltd (SLNG) and Shell Singapore Pte Ltd (Shell) are pleased to announce the successful import of an ISCC EU-certifiedbio-LNG cargo into Singapore, following the arrival of the LNG tanker “Macoma” at the SLNG Terminal. The milestone marks an important step forward in Singapore’s exploration of biomethane as a lower-carbon energy solution. It demonstrates the practical feasibility of bringing certified renewable gas into Singapore through existing LNG infrastructure, covering sourcing, certification, transportation, discharge and storage.

The ISCC EU-certified biomethane was sourced from the USA and mass-balanced via the pipeline to a liquefaction plant, into a conventional LNG cargo supplied by Shell for delivery to Singapore. This demonstrates Shell’s capability to connect international biomethane supply with demand centres, while using established LNG value chains and infrastructure to support the secure and dependable movement of lower-carbon energy. Along with SLNG’s ISCC EU-certification readiness for onshore infrastructure services, including storage, regasification, send-out, bunkering and trucking, the import supports the development of a recognised and robust end-to-end certification trail. This will help build confidence among end-users in Singapore as they assess adopting bio-LNG to meet decarbonisation goals across sectors such as power generation, maritime transportation and LNG trucking.

Under a mass balance approach, certified renewable gas is accounted for across the supply chain even when mixed with conventional gas. This allows lower-carbon energy to be delivered efficiently using existing export, transport and import infrastructure, while maintaining the traceability and certification needed to support customer confidence. As a drop-in fuel, bio-LNG can be used within existing gas infrastructure, providing a practical pathway to reduce lifecycle emissions without requiring major system changes. Biomethane can be used with existing industrial equipment and gas-fired power generation facilities, where biomethane and natural gas can be used interchangeably, contributing to both decarbonisation and energy resilience.

“Bio-LNG is an important pathway that can contribute significantly and within a relatively short timeframe, to both decarbonisation and energy security for Singapore and many other parts of the world. However, a strong foundation in end-to-end certification and recognition is needed, across the LNG ecosystem, for it to reach its full potential. SLNG is playing our part to enable the bio-LNG ecosystem and has taken the first step to ensure our terminal is ISCC EU-certified and ready to support all customers,” said Leong Wei Hung, Chief Executive Officer of SLNG.

SLNG Terminal is among the first in the region to be ISCC EU-certified to receive and handle bio-LNG, including for storage, regasification and send-out, bunkering and trucking services. It is working closely with valued partners to exchange and implement best practices in bio-LNG certification and accounting, across the upstream-to-terminal value chain. Such collaborations will further strengthen end-user confidence and enable future market adoption.

Zee Loh, General Manager of Shell Energy Singapore, said: “This first bio-LNG import is an important proof point of what can be achieved when global supply capabilities are matched with Singapore’s existing LNG ecosystem. For Shell, it reflects the role we can play in helping customers access credible lower-carbon energy solutions without waiting for entirely new infrastructure to be built. By bringing together our experience in biomethane, LNG trading, supply-chain certification and our efforts to connect emerging biomethane supply sources with demand centres, Shell is helping to build the commercial and operational pathways needed to make credible lower-carbon energy solutions more accessible to customers in Singapore.”

“Singapore’s energy transition will require a diverse portfolio of solutions that are credible, scalable and commercially viable. The successful import of ISCC EU-certified bio-LNG by Shell demonstrates how Singapore’s energy ecosystem can support the development of new value chains for low-carbon fuels,” said Lim Wey-Len, Executive Vice President, Singapore Economic Development Board (EDB). “EDB looks forward to working with companies and partners to strengthen Singapore’s position as a trusted energy and trading hub, while advancing practical pathways that support our long-term decarbonisation and energy resilience goals.”

Notes to editors

ISCC EU refers to International Sustainability & Carbon Certification (ISCC) European Union (EU). The ISCC EU certification framework has been developed based on the EU’s Renewable Energy Directive (RED). A product certified under the ISCC EU framework means the product meets a recognised international system that verifies it is sustainably sourced, properly tracked through the supply chain, and delivers real emissions reductions.
