Shell’s story in Singapore began in 1891 with the first shipment of kerosene. Since then, we have grown alongside the nation. From building refineries and strengthening supply networks to becoming a global trading and innovation hub.
Over time, Shell has transformed from a fuel provider into a multi-energy business powered by advanced technologies. Today, we support Singapore’s progress with resilient infrastructure, low-carbon solutions pathways, smart mobility and innovative capabilities.
Looking ahead, Shell is committed to evolving as a technology company in energy – one that leverages on data, automation, electrification and scale innovation. We remain a trusted energy partner for Singapore to power new possibilities while delivering more value with fewer emissions.
Singapore established as a pivotal global energy trading hub
Singapore has long been a strategic hub for global energy markets, due to its connectivity, expertise, and strong ecosystem supporting global trading flows. As the operations hub for global trading, Shell Trading & Supply activities managed out of Singapore include:
- Marketing all Shell equity production of crude oil, natural gas, LNG, and electricity
- Optimising refinery operations and supplying Shell’s marketing businesses worldwide
- Running Shell’s marine logistics, shipping, terminals, pipelines, and rail supply chains
- Operating some of Shell’s global commodity marketing companies
This underscores Singapore’s role as a central control node in Shell’s global energy supply chain.
Milestones

1891-1907: Establishment of Shell’s energy presence in Southeast Asia
- Shell’s early operations in Singapore included petroleum tank depots and tanker operations, which served regional shipping routes and bunkering across Asia.
- Shell’s first kerosene shipment arrives in Singapore, marking the beginning of Shell’s energy journey in the country.
1920s: First Shell service station in Singapore opens
- Shell opened its earliest fuel pumps in Singapore, with the first retail service station located on Orchard Road.
- Today, Shell operates over 50 retail stations nationwide, delivering accessible and reliable energy to everyday Singaporeans.
1938: Shell refuelling operations at Singapore’s first civil international airport
- Shell officially began aviation refuelling operations at the former Kallang Airport, Singapore’s first civil international airport.

1958: Shell Traffic Games
- The first Shell Traffic Games in Singapore were held at a makeshift road safety park in Kallang, where children learned essential road safety rules through hands-on activities. The initiative strengthened awareness, encouraged safer habits, and fostered responsibility among young Singaporeans.

1961 – First refinery on Pulau Bukom
- Shell was awarded Pioneer Certificate No. 1 by the Singapore Government for its bold investment in constructing Singapore’s first oil refinery on Pulau Bukom.
- With the opening of Singapore’s first refinery on Pulau Bukom, Shell began producing lubricants, fuels and oils locally — marking the start of industrial‑scale lubricants manufacturing in Singapore.

1963: Shell Woodlands North Lube Oil Blending Plant officially opened.
- The plant supplied up to 240 million litres of lubricants and greases annually to 33 countries.

1981: Aviation fuelling at Changi Airport
- Shell begins aviation fuelling operations at the newly opened Changi Airport, marking its entry into Singapore’s commercial aviation fuel supply chain.

2000: Launch of Shell V Power in Singapore
- Introduction of Shell V‑Power, the first premium performance fuel in Singapore formulated in Singapore to meet the needs of local drivers. In September 2015, Shell V-Power Nitro+ was launched.

2010: Completion of the Shell Eastern Petrochemicals Complex
- Shell completed the Eastern Petrochemicals Complex, a major integrated development with manufacturing facilities for fuels, lubricant base oils and specialty chemicals.
2014: Appointed to run refuelling operations for all planes at Seletar Airport
Shell Aviation became sole provider of fuel storage management and refuelling operations at Seletar Airport under a 10-year contract with an option for a 5‑year extension.
2016: First license holders authorised to import LNG into Singapore by EMA
Shell holds one of the first LNG import licences in Singapore, supplying nearly 25% of the nation’s natural gas needs. For more than 15 years, Shell has reliably delivered LNG to Singapore and across Asia, consolidating its position as an LNG trading powerhouse.

2016: First EV charging at Shell stations
- Shell becomes the first fuel retailer in Singapore to offer EV charging at selected service stations, marking its initial step into EV.
2016: FueLNG formed
- FueLNG was established as a joint venture between Shell Singapore Pte Ltd and Seatrium (formerly Keppel O&M) to develop LNG bunkering infrastructure and accelerate marine decarbonisation in Singapore.

2017: Lubricants manufacturing legacy and expansion
- Before its closure, the Shell Woodlands North Lube Oil Blending Plant played a significant role in Singapore’s industrial and manufacturing landscape, supplying lubricants across the region.
- In the same year, the Shell Tuas Lubricants Oil Blending Plant opened, with the capacity to produce up to 430 million litres of premium lubricants and greases annually.
- Strategically located next to Tuas Mega Port, the facility serves as a major supply hub for regional and global demand.

2019: EV charging through Shell Recharge
- Shell introduced its public EV charging network in Singapore, supporting cleaner mobility for local drivers and fleets. Shell rolled out Shell Recharge in Singapore, establishing it’s branded public EV charging network to support the wider adoption of cleaner mobility among drivers and fleets.
2021: LNG bunkering and clean marine innovation milestones
- CMA CGM and FueLNG conducted Asia’s first ship-to-containership LNG bunkering operation at the Port of Singapore.
- FueLNG Bellina, Singapore’s first LNG bunkering vessel (co-developed by Shell and Keppel), completed Singapore’s first ship-to-ship LNG bunkering operation for an LNG-fuelled oil tanker.
- FueLNG completed over 460 LNG bunkering operations in Singapore in 2021, strengthening Singapore’s position as a leading LNG bunkering hub.
- Shell announced plans to trial hydrogen fuel cells for marine vessels in Singapore—its first such project globally.
2022: First supply of Sustainable Aviation Fuel (SAF) in Singapore
- Shell becomes the first to supply SAF to customers in Singapore.
- Shell also completed upgrading its Singapore facilities to enable SAF blending locally — a major capability milestone for the region. The first SAF batches were blended in Europe to validate the full Asia aviation supply chain before Shell began Singapore based blending‑based blending.

2022: Mobility expansion into public EV charging
- Shell wins a government tender to expand public EV charging, providing chargers at public car parks.
2022: SAF availability at Seletar Airport
- Jet Aviation and Shell Aviation jointly announced SAF availability at Seletar Airport, expanding access for business aviation operators.

2022: First electric ferry in Singapore
- Shell unveiled Singapore’s first electric ferry and began hydrogen fuel‑cell trials for ships, advancing clean marine mobility.
2022: Shell acquires EcoOils
- Shell Eastern Petroleum (Pte) Ltd acquired 100% of EcoOils Malaysia and 90% of EcoOils Indonesia. This strengthens Shell’s capability to produce sustainable low‑carbon fuels, including Sustainable Aviation Fuel (SAF) and renewable diesel.
2022: Shell acquires EcoOils
- Shell Eastern Petroleum (Pte) Ltd acquired 100% of EcoOils Malaysia and 90% of EcoOils Indonesia. This strengthens Shell’s capability to produce sustainable low‑carbon fuels, including Sustainable Aviation Fuel (SAF) and renewable diesel.
2023: Shell becomes Singapore’s No. 1 LNG bunker supplier
- Shell leads LNG bunkering in Singapore and has completed over 200 LNG bunkering operations, doubling within a year from its 100th operation.
2023: S Hub Consortium Formed & MOU Signed
- Shell Singapore Pte Ltd and ExxonMobil Asia Pacific Pte Ltd established the S‑Hub consortium to develop a cross‑border carbon capture and storage (CCS) value chain.
- Same year, S‑Hub and the Singapore Economic Development Board (EDB) signed a Memorandum of Understanding (MOU) to plan and develop a CCS project capable of capturing and permanently storing at least 2.5 million tonnes of CO₂ annually by 2030.
2024: Public announcement of S Hub as lead developers
- The Singapore Government publicly announced that ExxonMobil and Shell, through the S‑Hub consortium, were selected as lead developers for the CCS value chain.
2025: Divestment of Shell Energy & Chemicals Park Singapore
- Completed the sale of its Energy and Chemicals Park in Singapore to CAPGC Pte. Ltd., a joint venture between Chandra Asri Capital Pte. Ltd. and Glencore Asian Holdings Pte. Ltd.
2025: Shell completes acquisition of Pavilion Energy
- Shell completed the acquisition of Pavilion Energy, strengthening its LNG portfolio in Singapore (relevant to LNG trading, bunkering & shipping).
2025: Shell signs Bio LNG supply agreement
- Shell signed a BioLNG supply agreement enabling Shell to begin supplying re-gasified biomethane from 2027 to Singapore customers — contributing to cleaner shipping and industrial energy.

2026: Shell launches refreshed Shell Select experience with Watsons, HOOGA and Vivino for better journeys ahead
- Shell unveiled its refreshed Shell Select store concept, designed to bring customers a more convenient and enjoyable stop through a thoughtful selection of everyday essentials, lifestyle items and well-known brands.

2027: Shell Singapore relocates to Asia Square Tower 1
- Shell will relocate its office to Asia Square Tower 1 from The Metropolis, bringing its broad portfolio of energy businesses from LNG, fuels, mobility, lubricants, and low carbon solutions, closer to customers, partners and Singapore’s dynamic trading, shipping and aviation ecosystem.

2027: Shell wins EVe first contract to deploy fast charging hubs in HDB towns
- EV-Electric Charging Pte Ltd (EVe), a subsidiary of the Land Transport Authority (LTA), awarded its first contracts to SP Mobility Pte Ltd and Shell to deploy fast charging hubs across six HDB sites, supporting Singapore’s plan to provide at least one fast charging hub in every HDB town by end-2027.
