But the system it serves is becoming more complex.

Today, geopolitical tensions are reshaping trade flows, supply chains are shifting, energy demand is growing, and the maritime sector must reduce emissions while continuing to support economic growth.

Recent events have put energy security back in the spotlight and shown how quickly a constraint in supply, shipping capacity, infrastructure or trade can affect the wider system.

So, while I work for an energy company and would happily discuss fuels, a more useful theme that I’d like to address is the following: How can we work together to build an energy and maritime system that continues to deliver through uncertainty, while preparing for a lower-carbon future?

Singapore’s connected maritime ecosystem is a source of resilience

Singapore is a well-established maritime hub with a natural location advantage, solid infrastructure and scale that has developed over decades. Beyond these factors, I believe its deeper strength lies in the community of capabilities and network of partners that have been built here.

Our future competitiveness will depend on how well we bring that community together across energy supply, shipping operations, trading, infrastructure, technology and talent development.

Shell is fortunate to contribute across many parts of this ecosystem not only as a fuel supplier, but also as a shipowner, operator, charterer, trader, investor and technology partner.

That breadth gives us a practical view of how decisions in one part of the system affect another and where investment, partnership or technology can strengthen reliable supply.

The central idea is this: resilience comes from the strength of the ecosystem and the trust and connections across it.

Continued investment turns pathways into practical progress

Within this ecosystem, continued investment from companies like Shell and many others across the sector will be important to build the supply, infrastructure and solutions we will need for the future.

At Shell, we believe natural gas has an important role through the energy transition. LNG is available today, can be redirected when disruptions occur, provides flexibility as more renewables enter the system, and can support the progressive use of bio-LNG.

The Shell LNG Outlook expects global LNG demand to rise by around 65 per cent by 2050, to nearly 700 million tonnes a year. Our continued investment in LNG supply and capabilities, including the acquisition of Pavilion Energy last year, reflects that long-term view.

Recently, Shell and our partners took the final investment decision on LNG Canada Phase 2, which will double the facility’s production capacity to 28 million tonnes a year. With direct access to the Pacific, that project is well positioned to serve growing markets in Asia and strengthen the diversity and resilience of regional energy supply.

Investment is also needed to meet the changing needs of our customers. Last week, Shell and Singapore LNG Corporation (SLNG) announced that we have imported the first ISCC EU-certified bio-LNG cargo into Singapore. Demonstrating an end-to-end pathway from sourcing and certification to storage and final use.

FueLNG, our joint venture with Seatrium for LNG bunkering in Singapore that was formed over a decade ago, shows how early investment help build operational capabilities. A decade on, Shell now operates 4 LNG bunkering vessels to serve a growing market.

And of course there is Investment in technology. Last year, Shell chose Singapore for a methane-abatement catalyst trial intended to reduce methane slip from LNG-fuelled ships. The trial is an important step in validating the technology in operation and understanding how it could support further emissions reduction. Singapore’s strong maritime ecosystem makes it a trusted place to test and scale solutions under real-world conditions.

These examples show that practical pathways do exist. By bringing industry, government and customers together, we can scale them, develop capabilities and progressively address emissions.

As Singapore continues to develop its maritime energy ecosystem, partnerships that combine global supply reach, operating experience and customer connections will remain important. We hope to contribute to where our capabilities and experience can be useful, while continuing to learn alongside our partners.

Reliability, affordability and decarbonisation must move together

As we invest for the future, we are pushing to progress across all three parts of the energy trilemma: reliability, affordability and decarbonisation. Here, I’d like to say a few words about the importance of regulation & digital technology.

Customers need energy for growth and solutions that lower emissions without compromising security of supply. A fuel only works if it is available on the required route, at the required time, with trusted standards and reliable delivery.

Clear regulation is essential to making those choices investable. Shipping is global, so its transition cannot be built on fragmented regional approaches. The industry needs regulation that is technology-neutral, internationally aligned and sufficiently predictable to give shipowners, fuel suppliers and infrastructure investors’ confidence to commit capital.

The IMO therefore has a critical role in establishing a coherent global framework, and Singapore, through MPA, contributes actively to that work. As the industry prepares for the IMO discussions later this year, continued dialogue will be important to advance standards that support emissions reduction while maintaining fair competition, energy security and affordability.

Digital tools are increasingly important in managing these trade-offs. Better data, electronic documentation and accurate measurement can provide visibility across the system, helping operators identify constraints earlier, react faster and retain more options.

We are already applying these digital tools across shipping and trading to support better decisions and more efficient operations. Significant value comes when they connect decisions across the ecosystem, helping the system see earlier, deciding better and respond faster. Hence, like all industries, shipping/maritime will also see the impact brought about by the rapid pace of change in AI & digital technology.

Capability and talent will turn investment into progress

Finally, none of these ambitions can be delivered without people.

The maritime transition will be delivered by people at sea and on shore. New fuels, vessels and digital systems will require new technical, safety, operational and commercial capabilities.

Singapore has a strong base, but the sector must keep attracting people, creating meaningful careers and helping the workforce build new skills. Our responsibility is not only to introduce technology, but to invest in those who will operate it safely.

Shell contributes through marine cadet development and partnerships with institutions such as the Singapore Institute of Technology (SIT), connecting education with operating experience and future industry needs.

We see this as a shared endeavor of the industry. Government, industry and educational institutions will need to work closely together so that skills development keeps pace with technology and operations and so that people can see a meaningful future for themselves in maritime.

Closing: Reflections

Let me close with some reflections.

Shell’s experience across the ecosystem gives us a broad perspective on how the maritime and energy value chain connects and a responsibility to contribute constructively.

Across global LNG supply and bunkering, bio-LNG, digital tools and emerging technologies, we are connecting resources, infrastructure and customers to strengthen resilience today while creating options for the future. Clear, internationally aligned regulation will be essential to turn those options into investment and progress at scale.

And we have to keep investing in people, because technology creates value only when it can be deployed safely and effectively.

By connecting global capabilities and regional reach with Singapore’s maritime ecosystem, we can strengthen supply resilience, support competitiveness and advance a more sustainable future.
